Update on Foreign Engagements

An update on Research Affairs guidelines on engaging with certain foreign entities.

A recent letter from University of California President Janet Napolitano to all campus leaders on February 7, 2019 states that our “fundamental mission is teaching, research, and public service. Protecting research integrity and maintaining the University of California’s open research and learning environment are foundational values for our institution.” UC San Diego, likewise, remains committed to an open, welcoming campus; respecting the rights of faculty; and abiding by our Principles of Community. UC San Diego has implemented multiple UCOP security recommendations.

In keeping with positions of a number of other premier academic research institutions across the nation, on August 17, 2018 Research Affairs issued a memo indicating that UC San Diego will not accept or enter into any engagement, agreement, gift or funds from foreign entities identified in the National Defense Authorization Act (NDAA) for FY19, Section 889 for a six-month period. Given the continued deliberation of federal agencies on this topic, we will extend the policy until further notice. You can view the original notice here (PDF).
