| Merit | 1/00: 0% if "Below Expectations," 1.5% if "Met Expectations"; 3.5% if "Above Expectations" or "Outstanding"; not budget–driven. Eligible if non–probationary, in career position, with a salary rate below range maximum. No six–month increases. |
