Using Kuali Research

What is Kuali Research?

Kuali Research (KR) is UC San Diego's campus enterprise system and serves as the official institutional record of proposals, awards, and outgoing subawards. KR integrates and aligns all elements of the research lifecycle including PI certification, detailed budgets, scope of work, compliance reviews, sponsor requirements, and other elements essential for complying with Federal, State, and UC Regulations and Policies.


 About the Kuali Research Modules

  • Proposal Development (PD): This module manages all aspects of the proposal including a) proposal development, b) campus compliance requirements, c) proposal review and submission, and d) award acceptance stage. PD systematically encompasses compliance, PI certification, detailed budgets, scope of work, sponsor requirements, etc., and is routed for review and submission to the appropriate sponsored project office.
  • Institute Proposal (IP): This module manages the final official record of the proposal as submitted to the sponsor, and incorporates all the compliance statuses to ensure these are completed prior to notice of award from the sponsor 
  • Award: This module manages the complete record of the notice of award from the sponsor, and represents the institution's and sponsor's final commitments for awarded proposals.
  • Outgoing Subaward: This module manages the outgoing subawards that transfer a portion of the research and effort of a prime award to another institution. Also known as a flow‐through award.
  • Conflict of Interest (COI): This module is a secure, user-friendly, web-based system for UC San Diego faculty and staff to submit and manage their conflict of interest disclosure activities.
  • Institutional Review Board (IRB): This module Kuali IRB is the campus administration system for the submission and review of human subject research protocol applications.

Step 1: Request Access To Kuali Research

NOTE: As a Workforce Manager you are responsible for ensuring you follow appropriate separation of duties procedures when provisioning access to ensure user roles are properly separated.

1. In the UC San Diego Support & Services Research Portal, select 'Kuali Research Access Request'

Step 2: Create Your Proposal

After obtaining your access to Kuali Research you will be able to start the proposal creation process. Depending on what you plan to submit different steps and requirements will be needed.

  • Basic Proposals
  • Service Agreements

  • Clinical Trials
    • Activity Type: Clinical Research
      • IMPORTANT: Selecting "Clinical Research" will populate the required questionnaires related to Clinical Trials.
      • If the award type is a PI-authored Clinical Trial, the protocol should be provided/written by the PI
    • Deadline Date for Internal Proposals:
      • 6 months from the date the record is created: 6 months out is the numerical equivalent to “internal” and lets your contract officer know that there is no hard deadline
    • Indirect Costs (IDC)
      • Industry-funded clinical trials: 33% of Total Direct Costs (TDC)
      • Federally funded clinical trials must use UC San Diego's federally-negotiated IDC rate
      • For all other rates see the UC San Diego IDC Rate Chart
    • Internal Comments: Provide details regarding the study and/or Kuali Research record
    • Attachments: Upload the following, at minimum, in a single PDF document:
      • Internal budget sheet
      • Research Plan
      • Complete Proposal Application
  • Fellowships
    • When Creating a Proposal
      • For "Anticipated Award Type" select Fellowship
    • Key Personnel
      • Faculty member (mentor/sponsor) will be entered as a Co-Investigator (Co-I) if a Conflict of Interest disclosure is required. OR
      • Faculty member (mentor/sponsor) will be entered as a Key Study Person if a Conflict of Interest is not required.
    • Special Review Tab
      • Departments will be required to enter a COI special review line for 700U sponsors. Enter a line with status as "Pending" and your SPO analyst will update the record.
      • PI Exceptions are not required for fellowships.
      • Departments will be required to enter a PI Exception special review line for non-PI eligible title codes. Enter a line with status as "Pending" and your SPO analyst will update the record. This will also trigger the PI Exception Questionnaire, answer "yes" on the questionnaire. 

Step 3: Submit Your Proposal For Proper Review

University of California policy requires that proposals for extramural support be submitted “through the appropriate local contracts and grants office.” The Sponsored Projects Office (SPO) is UC San Diego’s appropriate local contracts and grants office authorized to submit proposals to outside sponsors.

All proposals should be reviewed by an Authorized Organizational Representative (AOR) prior to submission to ensure the success of a proposal submission as well as to ensure consistency with campus and UC-wide policies and procedures. The University requires all proposals to be reviewed by SPO prior to proposal submission to the sponsor, even if the sponsor does not require the proposal to be submitted or approved by an AOR.

Reviewing Your Proposal 

SPO’s goal is to provide an Institutional Review for every proposal prior to submission to a sponsor. An Institutional Review provides a comprehensive level of proposal review to ensure that it complies with University policies and is aligned with a sponsor’s requirements.

  • It is a requirement that a complete and accurate Kuali Research (KR) record be routed to SPO for review prior to submission to the sponsor.
  • A complete and accurate KR record includes the elements that will be reviewed in accordance with an Institutional Review as described below. (Note: KR records should not be routed with placeholder attachments and information for the purpose of meeting timelines.)
  • It is strongly recommended that all KR records be created at least 14 days prior to a sponsor’s deadline and at least 30 days for Complex Proposals.
  • Adherence to proposal routing timelines and to these guidelines will support SPO’s goal of providing review notes within 2 business days for proposals receiving a review. 
  • SPO is available for application submission until 5 PM on deadline days.  If you need assistance with application submission outside of normal business hours, special arrangements must be requested and are subject to staff availability.

Review Levels

SPO provides three levels of review based on the timeliness of a KR record’s routing to SPO prior to the sponsor’s proposal deadline:

  • Institutional Review (Routed 5 business days or greater to SPO)
  • Cursory Review (Routed less than 5 business days and greater than 2 business day to SPO)
  • As-Is (Routed 2 or less business days to SPO)

Proposal Considerations and Resources

Why Principal Investigator (PI) Certifications are Important

Research at an accredited academic institution is complex and highly regulated.  With a recent uptick in sponsors, the U.S. government, and public scrutiny, it has become critical to emphasize full adherence to upholding institutional commitments to support proposed research applications.  One of these commitments is to ensure Principal Investigators (PI) respond to the Kuali Research proposal development Compliance Questionnaire and complete the PI Certification.

The Compliance Questionnaire is an important element when preparing each research application because it collects essential project information for which the PI is uniquely qualified to ensure the answers are factually accurate.  Incomplete or incorrect answers to the Research Questionnaire pose a significant risk for compliance with institutional and sponsor requirements for conflict of interest, export control, foreign influence, human research, health and safety, and PI eligibility.  The answers to the questions trigger systematically designed institutional actions that ensure a) flow of information to appropriate compliance offices, b) conforms with federal, state, and UC requirements and c) accurately classify the project for transparency and institutional reporting.   

 The PI Certification provides the assurances necessary to acknowledge federal, state and UC required institutional obligations to our sponsors on behalf of the PI.  These assurances include:

  • True, complete, and accurate information is being submitted
  • Acknowledgment that any false, fictitious, or fraudulent statements or claims may subject the PI to criminal, civil, or administrative penalties
  • The PI accepts responsibility for the scientific conduct of the project and provides the required progress reports if an award is issued as a result of the application
  • Confirmation that neither the PI nor anyone on the research team is currently Debarred, Suspended, or proposed for debarment or Suspension and they will notify the University immediately if this status changes
  • No federal funds were used for lobbying activities related to the proposal

For these reasons, it is important that the PI and not an administrator complete the Compliance Questionnaire.  While many PIs are already adhering to this expectation, some still allow administrators to complete these sections of the Kuali Research Proposal Development record on their behalf.  While this practice may be logistically required under unique and unusual circumstances, the expectation of both the sponsor and UC San Diego is that it is imperative for the PI to complete the Compliance Questionnaire and certification prior to proposal submission.   

When are Department Approvals Required?

Departmental approval is only required if one or more of the following critical criteria has been identified:

  • Cost Sharing
  • PI Exception is Required
  • New Space 

If an agreement does not contain one or more critical criteria, the Kuali Proposal Development (KR PD) record will route directly to the Sponsored Projects Office (SPO).
