Sponsored Projects Finance

The Sponsored Projects Finance (SPF), formerly Office of Post Award Financial Services (OPAFS), a division of Business and Financial Services, comprising 25+ FTE, oversees the financial management and compliance oversight of UC San Diego’s contract, and grant funds, which represent approximately 60% of UC San Diego's $1.4 billion dollars in funding (excluding the Medical Center). The SPF Leadership Team is comprised of a Director, Associate Director and four (4) Assistant Directors that are each aligned with the three (3) Vice Chancellor area.

Activities include ensuring conformance with agency and University regulations and providing support to hundreds of principal investigators and their staffs within the School of Medicine, Scripps Institution of Oceanography, and General Campus departments and Organized Research units. This support includes: the establishment, monitoring and close-out of over 4,000 active research awards comprising over 6,000 individual projects; maintaining needed communication with sponsoring agencies; advising and guiding campus departmental staff, Principle Investigators (PIs), department chairs, Vice Chancellors and deans in matters of compliance, developing innovative business processes and solution to ensure operational effectiveness and efficiency while meeting proper financial management and control & accountability requirements.

The Sponsored Projects Finance Division is responsible for ensuring the control and follow-up of accounts receivables from sponsors; and provides central campus oversight of key regulatory areas such as Effort Reporting, Cost Sharing and Cost Allowability as mandated by Office of Management and Budget (OMB) Uniform Guidance in partnership with other key units in the Financial Operations Division in BFS. This office is responsible for monitoring compliance with cost accounting standards (CAS) as well as agency specific regulatory requirements including the NIH salary cap, and ensuring that effective financial management tools and comprehensive training and information is delivered to campus customers on a frequent and continuing basis.
