When I go to copy a video's embed code, there's a message that says "Grabbing the embed code will make this video public to the world and override all entitlements in MediaSpace." What does this mean?
When you publish videos to a channel, the visibility of that video is dependent on the channel's settings. But when you embed it on a public webpage, essentially Kaltura is warning you that your video will now be visible to the world. It will not un-publish the video from any channels in MediaSpace or courses in Canvas.
If I set start and end times for my embedded videos, will viewers be able to watch the video outside of those timecodes?
Yes. Viewers can still click on the video's timeline outside the start and end times you set.

How do I center the embedded video on my webpage?
The answer may depend on the configuration of your website. But as a start, trying adding
margin: 0 auto;
to the inline CSS for the player div.
So your new code might look something like this:
<div id="kaltura_player_1589223449" style="width: 528px; height: 327px; margin: 0 auto;"></div>
