Information on the National Oceanic and Atmospheric Administration (NOAA).

NOAA Proposal Submission

NOAA generally utilizes Grants.gov for all proposal submissions. As a campus, we utilize Kuali Research to prepare, route, and submit proposals internally before submitting them to NOAA via Grants.gov. Proposals are required to be submitted to the Sponsored Projects Office (SPO) for review and endorsement prior to submission to the sponsor. The fund manager or designee will need to route the proposal to the SPO via Kuali Research (KR) system in accordance with the Proposal Submission Timelines.

NOAA proposals should be prepared in accordance with specific NOAA Funding Opportunities posted to Grants.gov. Proposal requirements may vary depending on the NOAA Program Office posting funding opportunities.

All applications must have a detailed budget narrative explaining and justifying the federal and the nonfederal expenditures by object class category as listed on SF-424A - Section B (Budget Category). For clarification and simplicity, it is important to discuss each expense by object class in the order that they appear on the SF-424A. Include detailed descriptions of all cost justifications. The budget narrative submitted with the application must match the dollar amounts on all required forms.

Progress Reports

  • Principal Investigators (PIs) submit Research Performance Progress Reports (RPPR) via NOAA’s GEMS/eRA Commons site.
  • Per the Specific Award Conditions for each NOAA award, Research Performance Progress Reports (RPPR) are due annually or semi-annually.
  • Final Research Performance Progress Reports (RPPR) are due 120 days after the award end date and are submitted by the PI via NOAA’s GEMS/eRA Commons site.
  • It is essential that all reports are submitted on time. NOAA may withhold future funding until missing reports are submitted.
  • Federal Financial Reports are submitted by UCSD Sponsored Projects Finance (SPF) via NOAA’s GEMS/eRA Commons site.

No-Cost Extensions (NCEs)

No-cost extensions may not be exercised merely for the purpose of using unobligated funds.

No Cost Extension (Prior Approval Waived)

A 1st No Cost Extension must be submitted to NOAA at least 10 days prior to the award end date. The request is submitted to OCGA to be reviewed, uploaded, and submitted via NOAA’s GEMS/eRA Commons site.

The following are required to request a 1st No Cost Extension from NOAA:

  1. A 1st No Cost Extension Request Letter that includes:
  • Reason for the delay in the project.
  • How the extra time will benefit the project.
  • The requested new end date.
  • The estimated balance as of the end date.
  • A statement that the balance will be spent as originally proposed.
  • A statement that there is no change to the scope of work.

No Cost Extension (Prior Approval Required)

A 2nd No Cost Extension requires NOAA Prior Approval. The request for a 2nd No Cost Extension must be submitted to NOAA 30 or more days prior to the award end date. The request is submitted to OCGA to be reviewed, uploaded, and submitted via NOAA’s GEMS/eRA Commons site.

The following are required to request a 2nd No Cost Extension from NOAA:

  1. A 2nd No Cost Extension Request Letter that includes:
  • Reason for the delay in the project.
  • How the extra time will benefit the project.
  • The requested new end date.
  • The estimated balance as of the end date.
  • A statement that the balance will be spent as originally proposed.
  • A statement that there is no change to the scope of work.
  1. A projected timetable to complete the portion(s) of the project for which the extension is being requested should be included.
