DOE Proposal Submission Systems

DOE generally utilizes Grants.gov for proposal submission. As a campus, we utilize Kuali Research to prepare, route, and submit proposals internally before submitting them to the applicable DOE-designated portal. Proposals are required to be submitted to the Sponsored Projects Office (SPO) for review and endorsement prior to submission to the sponsor. The fund manager or designee will need to route the proposal to the Sponsored Projects Office via Kuali Research (KR) system in accordance with the Proposal Submission Timelines. DOE proposals should be prepared in accordance with the program guidelines.

Progress Reports

  • PIs submit Research Performance Progress Reports (RPPR) via DOE’s Portfolio Analysis and Management System (PAMS)
  • Research Performance Progress Reports (RPPR) must be submitted 90 days prior to the anticipated continuation funding date.
  • Final Research Performance Progress Reports (RPPR) are due 120 days after the award end date and are submitted by the PI at E-Link.
  • Federal Financial Reports are submitted by UCSD Sponsored Projects Finance (SPF) via email and to DOE’s FedConnect site.

 

No-Cost Extensions

  • No-Cost Extension requests are submitted to the SPO to be reviewed, uploaded, and submitted via DOE’s Portfolio Analysis and Management System (PAMS).
  • Note that grantee-approved NCEs must be submitted at least 10 days before the project period end date, and DOE-approved NCEs must be submitted at least 60 days before the project end date.
  • The NCE request must clearly address reasons for delay, the estimated balance of funds remaining, a description of the work to be accomplished in the next year, and how the balance will be spent.
