OCGA Mission

The Office of Contract and Grant Administration serves our valued research community with high quality expertise in support of sponsored research proposal and award administration. We commit to deliver timely, effective, and welcoming services through personal interactions and automated processes, and to ensure that UC San Diego's contract and grant process is best in class.

What we do

We are responsible for the stewardship of sponsored research and research collaborations from government, for-profit industry, non-profit, foreign, and University of California sponsors.


OCGA is responsible for reviewing and authorizing proposals for submission to extramural sponsors. We review proposals to ensure compliance with sponsor requirements and University of California policy. We submit proposals as Authorized Officials on behalf of the Regents of the University of California.

We review, negotiate, and execute contracts and grants for sponsored projects funded by federal and state agencies, foundations, and other public and private sources. We review terms and conditions to verify compliance with University of California policy and accept awards on behalf of The Regents of the University of California.

Background on Institutional Proposal Review:

The Office of Contract & Grant Administration (OCGA), through their contract and grant officers/analysts is one of the designated campus office with delegated authority to solicit, accept, and execute extramural contracts and grants. OCGA is responsible for reviewing and endorsing extramural proposals, or Institutional Review, on behalf of The Regents of the University of California including:

  • integrity in research;
  • appropriateness of the activity to the University’s mission;
  • protection of human and animal subjects;
  • use of University facilities and resources;
  • cost-sharing;
  • adherence to personnel policies as it relates to sponsored research;
  • intellectual property;
  • conflict of interest;
  • recovery of costs (both direct and F&A);
  • liability, insurance and indemnification; and
  • export controls

OCGA is responsible for setting up awards in UC San Diego’s Kuali Research electronic research administration system. We review, prepare, and monitor all outgoing subawards to the external entities collaborating with our researchers on our extramurally funded research projects. We assist researchers with the submission of technical reports when required by a sponsor and submit prior approval requests to sponsors as Authorized Officials. We interpret and provide guidance on sponsor regulations and terms and conditions. Sponsoring agencies may contact OCGA when any of the required closeout reports have not been received. When OCGA receives a request for a delinquent report from a federal agency representative, OCGA follows up with the responsible individual or campus office.
