The California Model Agreement (CMA) provides model contract terms for use by State of California agencies that fund research, training, or service activities performed by campuses of the University of California (UC) and California State University (CSU) systems. The purpose of the CMA is to streamline contracting between State of California agencies and California’s public universities.

An MOU between UC, CSU, and the Department of General Services (DGS) on behalf of the State of California (pdf) implemented the CMA on January 1, 2016.

UC, CSU, and DGS coordinate regularly to assist in the implementation of the CMA and seek further streamlining to contracting practices.

Indirect Cost (IDC) Rates: 

While negotiated indirect cost rates were not negotiated in the CMA, UC, in collaboration with CSU, implemented a rate schedule of indirect costs to be used when contracting with State of California agencies. These rates are applicable when a state agency does not have a published indirect cost policy. When a state agency serves a pass-through entity of federal funds, the state agency should honor UC’s federally-negotiated IDC rate agreement.

Note:  The rate in effect for the first year of a multi-year project will be the rate used for the entire project unless additional funds (not previously appropriated or budgeted) are awarded; this new budget would use the rate in effect at the time the budget is constructed. Service Agreements:  If the agreement with the State of California Agency is a service agreement managed by the Sponsored Projects Office (SPO), HS Business Contracts, these conditions and IDC rates apply.
