Descriptions
Contract and Grant (C&G) Officers that work on the Sponsored Research teams are assigned to departments, see Staff Assignments. The Officer, Senior Officer and Principal Officer roles handle certain service lines, which are organized by sponsor type and complexity of the proposal or award activity.
Terminology
- Direct: funds come straight from the sponsor to UCSD. Example: NIH → UCSD.
- Flow-through: funds goes to another entity first. Example: NIH → Stanford → UCSD (i.e. incoming subaward)
- Sponsor is the UCOP defined sponsor type found in Kuali Research. To lookup the sponsor type for a specific sponsor code, use the Sponsor Finder Report.
- Award Type is the Anticipated Award Type in Kuali Research.
Officer
Direct Federal: Grants, Cooperative Agreements (incl. Fellowships, Clinical Trials)*
Direct grants, cooperative agreements and fellowships from federal government agencies. Awards follow 2 CFR 200 (Uniform Guidance).

- Award Type: Grant, Cooperative Agreement, Fellowship
* NIH/AHRQ grant and subaward grant proposals for Health Sciences investigators are submitted by HS SPPO
Direct University of California (UC) Programs
Programs that are administered directly by the UC Office of the President (UCOP). Although programs may be originally funded by State or other sources, the award is funded directly by UCOP (not as a subaward).

- Award Type: Grant, Cooperative Agreement, Contract, Fellowship
Senior Officer
Flow-through Federal: Incoming Subaward Grants*
Subaward where the prime agreement is a GRANT and the prime sponsor is a federal government agency.
Example: NIH → Salk Institute → UCSD
- Sponsor: US Federal Government Agency (Prime Sponsor), All Types of Pass-Through Entity (PTE) Sponsors
- Award Type: Sub-award Grant

Flow-through UC Programs: Incoming Multi-Campus Awards (MCAs)
Multi-Campus Award where funds are from programs administered directly by the UC Office of the President (UCOP).
- Sponsor: Foundation/ Trust, Charitable Organization, Business Related/ Interest Group
- Award Type: Grant, Contract, Cooperative Agreement, Fellowship
Non-Profit: All (incl. Fellowships, Clinical Trials)
Research and Fellowship funding from a non-profit organization [503(c)(3)] regardless of agreement type.
- Sponsor: Foundation/ Trust, Charitable Organization, Business Related/ Interest Group
- Award Type: Grant, Contract, Cooperative Agreement, Sub-award Grant, Sub-award Contract, Fellowship
Principal Officer
Federal: Contracts, Other Transaction Agreements (OTAs)
Direct contracts with federal government agencies and subaward contracts where a US federal government agency is the prime sponsor. Awards use Federal Acquisition Regulation (FAR) clauses. Other Transaction Agreements will be subject to regulations different from Uniform Guidance or FAR-based contracts.

Industry: All (incl. Fellowships, PI-initiated Clinical Trials**)
Research and Fellowship funding from a for-profit entity, for all agreement types.

Direct research funding from California State, local and municipal agencies, and other US state agencies, for all agreement types.

Foreign Government: All
Research and Fellowship funding where the primary funding entity is a foreign government entity.
