Paul W. Chan, M.P.A.

Principal Analyst, Organizational Assessments and Strategy

Paul has been with UC San Diego since 1989. Prior to that, Paul held the positions of City Planner with City of Tucson and Analyst with University of Arizona. At UC San Diego, Paul initially worked in the Human Resources Department where he managed the University’s HR federal compliance reporting. In 2006 he joined Business and Financial Services as a Principal Surveys and Metrics Analyst. His main responsibility was to help coordinate the balanced scorecard program in Business Affairs. Then Paul joined the Operational Strategic Initiatives Office in 2013. He is currently coordinating over ten survey projects for the UC, CSU, and other university campuses. He also oversees the automation of all the survey reports and conducts analytics of survey and institutional data. Highlights of Paul’s track record of success are his integration of advanced analytics to the interpretation of the campus survey results, and developing advanced level statistical reports with IBM/Cognos and Tableau, which became a template and model for other UC campus deployment. Paul also taught an Effective Data Presentation class via Staff Education and Development between 1998 and 2008; over 300 staff had taken this class. Paul has a bachelor’s degree in sociology and psychology and a master’s degree in public administration from Indiana University, Bloomington, Indiana. Paul is a certified Six Sigma Green Belt; his professional expertise includes data mining, statistical analysis, data visualization, metrics development, and training.
