Overview
Budget & Financial Analysis provides financial oversight, guidance, and administrative support for student fees at UC San Diego, working with campus departments and University stakeholders so that fee funds are budgeted, managed, and reported in accordance with University of California policy and campus guidelines. Student fees support programs, services, and initiatives central to the student experience, and each fee category has its own requirements for use, approval, and reporting.

Course Materials and Services Fees (CMSF)
Course Materials and Services Fees cover costs specific to a course, such as materials, supplies, equipment, and services, that are not supported by other funding. Departments propose new fees or fee adjustments through an annual campus review cycle.
Next deadline: Proposals for the next annual review cycle (2027-28 academic year implementation) will open in Fall 2026 and be due by mid-January 2027.
Step 1: Before you propose
- Consult your departmental and divisional leadership to confirm that no alternative funding source is available.
- Review the Interim CMSF Guidelines.
Step 2: Submit your proposal
Submit all proposals through the CMSF proposal form in Kuali Build. Proposals are accepted in fall quarter for implementation the following academic year.
Step 3: Campus review
Proposals move through multiple campus review and approval steps:

Step 4: After approval
Once a fee is approved, the department is responsible for:
- Schedule of Classes: Work with the Office of the Registrar to add the new fee or fee adjustment before the applicable publishing deadline. See the Schedule of Classes publication schedule.
- General Catalog: Update course fee information through the Academic Senate's Catalog Copy process.
