| Compliance and Conflict of Interest for Researchers Briefing |
Only faculty, staff research associates, and postdocs at the University of California (identified by the UC Office of Ethics, Compliance and Audit Services) who received a portion of their salary from extramural funding sources are required to complete the UC Compliance and Conflict of Interest for Researchers (COIR) Briefing. The course—only available online through the UC Learning Center—was developed by the UC Office of Ethics, Compliance and Audit Services. It was designed to raise awareness of the University of California Statement of Ethical Values and Standards of Ethical Conduct and to convey important information about conflict of interest (COI) regulations when accepting extramural research funds. In addition, this briefing satisfies the COI training requirement recently imposed by agencies including the National Institutes of Health for proposals submitted and awards (continuing projects) issued on or after August 24, 2012. All identified UCSD researchers received an email from the UCSD Learning Center with a personalized link to the online training. If you lost or deleted your personalized link, you can search Blink – Personal Tools to access the UC Learning Center and search for "2012 Compliance and Conflict of Interest for Researchers Briefing" to access the Briefing. Effective July 1, 2012, options for Responsible Conduct of Research (RCR) training of undergraduate students, graduate students and postdoctoral scholars at UC San Diego have expanded. These options are summarized below. For information on core Research Ethics Program (REP) courses to meet NIH requirements, Train-the-Trainer Workshop information, and customized departmental programs, please contact Dr. Michael Kalichman, Director, Research Ethics Program (858-822-2027,kalichman@ucsd.edu). Requirement – NIH requires that all trainees, fellows, participants, and scholars receiving support through any NIH training, career development award (individual or institutional), research education grant, and dissertation research grant must receive instruction in responsible conduct of research. Substantial face-to-face discussions among the participating trainees; a combination of didactic and small-group discussions (e.g. case studies); and participation of research faculty members are highly encouraged. On-line courses are considered a valuable supplement to instruction, but online instruction by itself is inadequate to meet the NIH training requirement. Options for Compliance –
It is highly recommended that departments that wish to develop their own RCR training plans consult with the Director of the Research Ethics Program to ensure their plans will meet the format and content requirements of NIH. |
