2010-11 Charge to the Transportation Policy Committee

The UCSD Transportation Policy Committee (TPC) advises the Vice Chancellor – Resource Management and Planning on the development of UCSD's transportation programs and facilities, including those at the La Jolla and Hillcrest campuses and all other UCSD divisions at satellite locations.

TPC is expected to promote and sustain UCSD as a pacesetter in terms of its responsiveness to legitimate concerns about the quality of the environment, equity of treatment, thoughtful use of land, and fiduciary obligations. Specifically, TPC shall provide advice on:

  • The development of alternative transportation programs;
  • Fees and rates;
  • The location, timing, and scope of future facilities; and
  • The disposition of transportation and parking system revenues.

To assist the committee in its deliberations, staff representing the functional areas of the Vice Chancellors of External & Business Affairs, and Resource Management and Planning (including individuals from the offices of Campus Planning, Capital Planning and Budgeting, Facilities Design and Construction, Community and Physical Planning, and Transportation Services) will be invited to attend TPC meetings on an “as needed” basis to provide information and to convey feedback appropriately to these Vice Chancellors and to other committees with intersecting responsibilities (e.g., TPC recommendations on sites for future facilities will be advanced to the Campus/Community Planning Committee).

Designated to serve as ex-officio, nonvoting members are the Director of Transportation Services (serving as Executive Secretary), and the Assistant Vice Chancellor of Auxiliary and Plant Services.

In discharging its responsibilities, UCSD parking and transportation policies and TPC deliberations and recommendations shall endeavor to:

  • Be consistent with and advance the university's threefold mission of research, instruction, and public service, whenever possible;
  • Reflect a fair and neutral process that respects the needs of the constituencies served by the campus parking and transportation system;
  • Be sensitive to and consider effects on the quality of life in the off-campus community;
  • Stimulate environmentally responsible approaches to parking and transportation, whenever possible, through the use of incentives;
  • Foster judicious allocations of land devoted to parking facilities; and
  • Be consistent with sustaining the financial integrity of the campus parking and transportation system
