ACT Cell Phone Policy

ACT has specific cell phone participation requirements, and policies regarding purchase, selection of calling plan, and use.

Participation requirements

As an ACT employee, you're eligible to have an ACT cell phone if you demonstrate a valid business purpose by meeting specific criteria, and you have your supervisor's approval. However, due to financial considerations, meeting the criteria doesn't guarantee participation.

  • Management: You are in a managerial role and a critical component of your job responsibilities is contact with staff, clients, and other management.
  • Work location: Your job often takes you away from your primary work location, either to service clients or complete work assignments.
  • Emergencies: You participate in the emergency response team for ACT and/ or could be called upon to solve critical issues that may arise during the day.
  • On call: You are either on call or expected to respond to problems during non-business hours.

Service plan selection

Select the least expensive plan from UCSD service providers. Base your choice on projected business usage patterns, including whether a group calling program is suitable. Your manager will review your cellular bills to ensure adherence to the policy and to review the appropriateness of your plan.

Selection guidelines
Plan Maximum cost/ mo. Notes
Voice
$35
If you can demonstrate a business need for additional minutes the monthly cost may be higher.
Data
$40
If cost is higher, evaluate other plans.

Personal use

ACT recognizes that you'd prefer to carry just one phone and that incidental personal use is acceptable as long as it doesn't violate University policies. You should reimburse the department on a monthly or quarterly basis for personal use charges that exceed the base cost of the plan.

Cell phone purchases

All cell phone purchases must be approved by your manager. To place an order for a new phone:

  • Wait until your upgrade eligibility date in order to take advantage of substantial government discounts extended to UCSD employees. (Contact Cyndi Humphrey or Alison Kibble Koshi for your eligibility date.)
  • Get approval from your manager.
  • Send a request, showing manager approval, to Cyndi Humphrey and/ or Alison Kibble Koshi.
  • Note: Insurance is not typically purchased on equipment.

Tax Implications

Most cell phone plans are treated as imputed income. For more information, visit Tax Implications for UCSD-Provided Cell Phones and PDAs.
