Independent Contractor/ Consultant Guidelines

Summary: If you are planning to obtain personal, professional, or consulting services, review the guidelines on this page before you begin.

Are you sure you want to hire an Independent Contractor? Carefully follow the guidelines below to make sure you are using the right process to obtain services.
  1. Get a clear description of the work.
    • Statement of Work Guidelines. This list of details defines the work required and assists you in completing your High Value Purchase Requisition for services.

  2. Gather other necessary documentation.
  3. Get quotes/ competitive bids.
Although obtaining quotes is not essential, it is highly recommended and may be useful in choosing the best contractor. When you obtain quotes, you must provide documentation to the contract specialist in Purchasing.
    • Ask the potential service provider to give you a quote that defines the services to be performed and what the provider will charge for those services.
    • Ask for the contractor's FEIN or SSN, address, telephone number, and e-mail address.
    • Ask for terms and conditions of service.

  4. Choose the best provider.
Select the best provider based on the following criteria:
    • Experience
    • Referrals
    • Recommendations
    • Evaluation of past work
    • Cost of services

  5. Disclose employee-vendor relationship.
If an employee-vendor relationship exists, you must disclose it. Please see Employee-Vendor Relationships.

  6. Submit a High Value Purchase Requisition.
Use the correct link below for assistance in completing a High Value Purchase Requisition for services.
