Asbestos Action Plan for UCSD Project Managers  
 
Summary: If you suspect you might encounter asbestos during a construction, renovation, or repair project, follow the steps below to meet health and safety requirements.

Only the following departments are allowed to conduct and manage asbestos abatement programs at UCSD:

  • Facilities Design & Construction
  • Facilities Management
  • Housing & Dining Services
  • Medical Center Facilities Engineering

Asbestos abatement projects can be either small or large scale:

  • Small-scale abatement can be completed within one 8-hour shift by specially trained and certified UCSD personnel.

  • Large-scale abatement takes more than one 8-hour shift and requires the services of a separate consultant and contractor, both licensed to perform asbestos abatement work.
What to do How to do it
1 Determine if asbestos is or may be present in your project area before work begins.
  1. To obtain this information, contact Environment, Health & Safety (EH&S), (858) 822-1743 or 534-1075.
  2. If asbestos is known to be present in the project area, asbestos abatement must be completed before your employees can work in the area.
  3. Read about the project manager's responsibilities and decision logic:

  4. Follow the steps below for small- or large-scale abatement.
2 If you find unanticipated asbestos during your project, follow these steps.
  1. Instruct employees to stop work on the task involved.
  2. Do not take a sample of the suspect material yourself. Contact one of the following to conduct a sample analysis:

    • Option 1: Select and contact a consultant from the Vendors for Asbestos, Lead, and Mold Services.
    • OR

    • Option 2: Contact Environment, Health & Safety, (858) 822-1743 or 534-1075.

  3. If the sample is not asbestos, authorize work to resume.
  4. If the sample is asbestos, establish the scope of the abatement work, then follow the instructions in either Step 3 or Step 4 below.

3 For small-scale abatement projects, follow these steps.
  1. Submit a request for asbestos abatement to Facilities Management.
  2. When the abatement work is finished, schedule an appointment for EH&S Environmental Management Facility (EMF) personnel to sign the hazardous waste manifest for the project. Contact the EMF at (858) 534-2753.
  3. When the hazardous waste manifest has been signed by EMF personnel, authorize your employees to begin or resume work.
  4. Keep records of the asbestos abatement work in your department's files.
Only EH&S Environmental Management Facility (EMF) personnel are authorized to sign hazardous waste manifests for removal or disposal of asbestos-containing materials from UCSD facilities.

4 For large-scale abatement projects, follow these steps.
  1. Select a California-licensed asbestos abatement consultant and a separate contractor. To avoid conflict of interest, these individuals or entities must be separate. Duties for the 2 roles include:
    • Consultant: Monitors the work area before, during, and after the project. After the project, the consultant will provide a close-out report within 30 days.
    • Contractor: Seals or removes the asbestos.
    Refer to Vendors for Asbestos, Lead, and Mold Services for a list of consultants and contractors.
  2. When you have selected a consultant and a contractor, contact Facilities Design & Construction's Contracts division, (858) 534-1984. The Contracts division will have appropriate authorizations and agreements prepared, approved, and signed.
  3. Use the Asbestos Project Information Sheet (Word) (PDF) to communicate to EH&S the expected scope and anticipated duration of work.
  4. Notify EH&S when the abatement work is done by mailing a copy of the consultant's close-out report to Mail Code 0958.
  5. Schedule an appointment for EMF personnel to sign the hazardous waste manifest for the project. Contact the EMF at (858) 534-2753.
    • After the hazardous waste manifest has been signed by EMF personnel, authorize your employees to begin or resume work.
  6. Keep records of the asbestos abatement work in your department's files.
