Catastrophic Leave Donation Program  
 
Summary: Find out about UCSD's Catastrophic Leave Donation Program.

The Catastrophic Leave Donation Program allows the continuation of salary and benefits for an eligible employee who has exhausted all paid leave due to a serious illness or injury, or because the employee has been taking care of a seriously ill family member.

The program relies on the donation of vacation leave by the employee's colleagues.

Definition: A catastrophic illness or injury is a serious health condition of the employee or the employee's family or household (e.g., spouse, child, parent, sibling, grandparent, grandchild, in-laws, step-relatives in the relationship or individuals residing in the employee's household), which creates a financial hardship because the employee has exhausted all available leave credits and is not, or not yet, eligible for temporary disability benefits.

Leave credit: Leave credits are an employee's accrued sick leave and vacation balances. For non-exempt employees, leave credit also includes compensatory time off for overtime earned.

Serious health condition: A serious health condition is an illness, injury, impairment, or physical or mental condition that involves:

  • Any period of incapacity or treatment connected with inpatient care (e.g., an overnight stay) in a hospital, hospice, or residential medical care facility; or
  • A period of incapacity requiring absence of more than three calendar days from work, school, or other regular daily activities that also involve continuing treatment by (or under the supervision of) a licensed health care provider; or
  • Any period of incapacity due to pregnancy, or for prenatal care; or
  • Any period of incapacity (or treatment therefor) due to a chronic serious health condition (e.g., asthma, diabetes, epilepsy, etc.); or
  • A period of incapacity that is permanent or long-term due to a condition for which treatment may be effective (e.g., Alzheimer's, stroke, terminal disease, etc.); or
  • Any absence to receive multiple treatments (including any period of recovery) by, or referral by, a licensed health care provider for a condition that likely would result in incapacity of more than three consecutive days if left untreated (e.g., chemotherapy, physical therapy, dialysis, etc.).

Eligibility: All UCSD career non-probationary employees who accrue and use vacation leave may be able to participate in the UCSD Catastrophic Leave Donation Program as recipients or donors.

Eligible donors may donate vacation leave credits in hourly increments with a minimum donation of eight hours and an annual maximum donation of no more than 50% of the donor's annual vacation leave accrual entitlement, or 50% of the donor's vacation balance at the time of the transfer, whichever is less.

Eligible recipients otherwise eligible for short-term or long-term disability benefits may not be eligible to participate in the UCSD Catastrophic Leave Donation Program.
