MSP Factor Analysis  
 
Summary: Factor analysis is used to determine the grade level of Manager and Senior Professional (MSP) positions.

The following factors are used to determine the appropriate MSP grade level assignment:

  • Know-How refers to the combination of education and training as well as the demonstrated skills and experience required to perform the job. This factor is influenced by the depth and/or diversity of Know-How required.
    • Depth considers the extent of knowledge of the theories, principles, and concepts of a distinct field.
    • Diversity recognizes the number of applicable fields in which Know-How is required.
  • Originality/ Complexity refers to the original thinking required to creatively arrive at conclusions and the complexity of issues to be resolved. Original thinking involves analysis, evaluation, and development of ideas, negotiation, and reasoning. Complexity considers the repetitive nature of the issues to be resolved, the variables involved, and the resource materials and guidance available.
  • Impact refers to the responsibility for actions, decisions, communications, and recommendations that affect the organization. Impact is measured by considering the authority to act and the supervision received; the scope or range of effect of the preponderance of actions taken by the incumbent; the consequence of error on the organization; and the resources managed, including human, space, informational and financial resources.
