How to Appeal a Parking Citation  
 
Summary: If you get a parking ticket, you can submit a written appeal within 21 days. Follow the steps below to appeal your citation.
What to do How to do it
1 Obtain one Citation Appeal Form for each ticket you've received.
  1. You can obtain a Citation Appeal Form in the following ways:
    • Online through T&PS or pticket.com
    • Print version (PDF or JPEG)
    • E-mail a request to receive a copy by mail or fax
    • In person: see Transportation and Parking Contacts for locations and hours
You must submit an appeal within 21 days of the date on the citation. After 21 days, you lose your right to appeal, and the fine doubles.

2 Complete the form.
  1. If you're using a printed form, please write legibly.
  2. Be sure to include your:
    • Citation number
    • License plate number
    • Complete name and address
    • Permit number if you have one (a permit number includes a prefix consisting of 2 or 3 letters)
    • Meter number (if you think the meter failed)
  3. Sign and date the form.
3 Submit the form.

Note: Don't submit your citation (ticket) with your appeal. Keep the citation with a copy of your written appeal for your own records.

  1. If you completed an online form, submit it online.
  2. If you completed a printed form, you can:
    • Send the form to Citation Appeals, Mail Code 0042.
    • Fax the form to (858) 822-1226.
    • Take the form to:
      1. Gilman parking office, Citation Appeals desk, 2nd level of the Gilman Parking Structure (map) between noon and 2 p.m. Tuesday and Thursday. To schedule an appointment during those hours only, call (858) 534-4356 between 7 a.m. and 5:30 p.m., weekdays.
      2. Hillcrest parking office, Bachman Parking Structure (map), 2nd floor, between 6:30 a.m. and 4 p.m., weekdays.
4 Wait for your appeal results.
  1. While you're waiting for the results of your appeal, don't pay the ticket.
  2. You won't be charged additional fees during the review period.
  3. You can check pticket.com for your appeal results, no matter how you submitted the appeal.
  4. You'll also receive a letter of disposition at the address you provided on the form within 21 days of submitting your appeal.
  5. If you don't receive your letter within 21 days of submitting your appeal, contact the Citation Appeals Desk, (858) 534-4356. Have your citation or license plate number available.
5 Submit additional documentation, if asked.
  1. You may receive a letter allowing you to submit proof that you fixed the problem if you received a citation for:
    • Expired not registered
    • Improper tabs
    • Two license plates required
  2. Bring proof in person to the Citation Appeals desk, 2nd level of the Gilman Parking Structure (map) between noon and 2 p.m. Tuesday and Thursday. To schedule an appointment during those hours only, call (858) 534-4356 between 7 a.m. and 5:30 p.m., weekdays.
  3. If accepted, your citation will be reduced to a $10 administrative fee.
6 If you want to contest the decision, follow these steps.
  1. If you're not satisfied with your letter of disposition, you may contest the results of your appeal:

    1. First, pay the fine by the due date posted on the letter of disposition. (You must pay the fine to proceed.)
    2. Next, set a hearing date with the University Heights Community Development Corp., (619) 297-3166. You can either send a written appeal or appear before a hearing officer to explain your case.
